BIS Revises IS 16270:2023 Standards for Solar Batteries

The Bureau of Indian Standards (BIS) has officially released new implementation guidelines for IS 16270:2023 – the updated standard for Secondary Cells and Batteries for Solar Photovoltaic Applications. This update is crucial for manufacturers, importers, and stakeholders in the solar energy industry, ensuring compliance with the latest safety, performance, and testing requirements.

Why This Update Matters

With the “Solar Systems, Devices and Components Goods Order, 2025”, the earlier 2017 Order stands superseded. This marks a significant shift in regulatory requirements for solar batteries, reflecting India’s growing focus on renewable energy, reliability, and advanced technologies like lithium batteries.

Key Changes in IS 16270:2023

Here are the most important updates manufacturers and applicants need to know:

  • Maximum Charge Current defined at I10 A.
  • Inclusion of Lithium Battery Types and other advanced electro-chemistries in compliance tables.
  • New Standards for Lithium Cells and Batteries referenced under Section 7.2.
  • Long-Duration Capacity Testing (C120) added to performance evaluations.
  • Revised Capacity Requirements ensuring higher accuracy in rated capacity testing

These changes will help strengthen product quality, safety, and compatibility in India’s rapidly expanding solar energy ecosystem.

Implementation Guidelines

For Existing BIS License Holders

  • Must implement IS 16270:2023 by the effective date of the 2025 Order.
  • Required to submit updated test reports from third-party labs for lead models tested earlier as per IS 16270:2014.
  • Must provide an undertaking confirming compliance for all series models under license.
  • Non-compliance will result in license cancellation or model deletion.

For New Applicants
  • Applications can be filed under either the old or new standard until 27 July 2025.
  • After 27 July 2025, only the new standard IS 16270:2023 will be accepted.
  • A declaration of compliance with IS 16270:2023 will be mandatory.

For Change in Scope of License
  • Requests will be processed as per the updated guidelines.
  • Old standard applications allowed only till 27 July 2025, with declaration of compliance required.
