BIS Issues Updated Guidelines for Low-Voltage Distribution Boards (DBOs) under Scheme-X

The Bureau of Indian Standards (BIS) has released detailed, machine-category-specific guidelines for the certification of Low-Voltage Switchgear and Control Gear Assemblies – Part 3: Distribution Boards (DBOs). These guidelines, issued under the Machinery and Electrical Equipment Safety (Omnibus Technical Regulations) Order, 2024, mark an important advancement toward enhancing electrical safety, conformity, and manufacturing quality in India.

Key Highlights of the New BIS Guidelines:

🔹 Comprehensive Scope

The new framework applies to both Type A and Type B DBOs under Scheme-X of the BIS Conformity Assessment Regulations, 2018. It ensures standardized evaluation, certification, and ongoing compliance for all eligible manufacturers.

🔹 Mandatory Technical Documentation

Manufacturers must now submit a Technical File containing:

  • Compliance reports and conformity assessments
  • Risk analysis and mitigation plans
  • Design validation and essential safety documentation
This file is required for each model or series seeking certification.

🔹 Family & Lead Model Concept

BIS introduces a structured “Family of Models” approach, allowing manufacturers to group similar models under one certification. The Lead Model represents the family for compliance verification, optimizing both documentation and testing procedures.

🔹 Labelling & Marking Requirements

Each certified DBO must display the Standard Mark (ISI) as per Scheme-X, conforming to labeling requirements under IS/IEC 61439 (Part 3). All information must be clearly presented in English to ensure product traceability and safety communication.

🔹 Applicable Standards

Compliance must be demonstrated with:

  • IS 16819:2018 / ISO 12100:2010 – Safety of Machinery: Risk Assessment & Risk Reduction
  • IS/IEC 61439 (Part 3) – Low-Voltage Distribution Boards
  • IS 16504-1 / IEC 60204-1 – Electrical Equipment of Machines
